PROJECT TITLE:   Automated Meter Reading System

RESPONSIBLE DEPARTMENT:   Finance

PROJECT FUNDING:   $6,839,500

FIRST YEAR ESTIMATED OPERATING COSTS:  None

PROJECT DESCRIPTION:

This project provides for the installation of a fixed network automated meter reading system that electronically provides multiple meter readings per day per meter.  Implementation involves replacement of all existing water meters with radio signals that communicate with regional data collectors or receivers.  The regional data collectors transmit meter readings once daily via cell or fiber network to the receivers.  Total cost for this project is estimated to be $16,739,500.  Appropriations through FY 2009 total $9,900,000.  The FY 2010 appropriation of $6,839,500 provides final funding necessary for project completion.

PROJECT JUSTIFICATION:

The automated meter reading system, often referred to as automated meter infrastructure (AMI), will improve customer service, water conservation and capital and operational planning and analysis by providing:  leak detection, conservation compliance information, theft and tampering detection, protection against estimated billing, and usage analysis opportunities for both individual customers and the Town’s planning needs.

Anticipated cost savings associated with this system include savings affiliated with a reduction in field service staff, reduced fuel demands due to fewer trips in the field and lower equipment maintenance and replacement costs associated with updated technology.

PROJECT LOCATION:

This project affects the Town’s entire utility system which is located in both the Town of Cary and the Town of Morrisville and is not bound to a specific location.
